Subsidized Adoption Unit

Introduction
| Purpose of Unit |
The Subsidized Adoption Unit, located within the Office of
Foster and Adoption Services, provides post-finalization services to families that
are receiving an adoption subsidy. A major goal of the Subsidized Adoption Unit is to
provide support and assistance to families who adopt special needs children who would
otherwise not find a permanent and loving home.
Note: Prior to an adoption being finalized, the determination of
eligibility and the processing of a subsidy is the responsibility of the childs
worker and regional office supervisors. See Chapter 48,
"Subsidized Adoption Program".

| Definition |
An adoption subsidy
provides financial and/or medical assistance to parents who have adopted a special needs
child.
- The financial portion of a subsidized adoption benefit consists of a monthly payment not
to exceed the state's foster care rate.
- The medical portion consists of a state Medicaid card.

| Services Provided by the Subsidized Adoption Unit |
The Subsidized Adoption Unit is responsible for the following
post-finalization services:
- conducting an annual review of a familys adoption subsidy
- notifying the adoptive family of any change in the adoption subsidy
- processing a request for a subsidy after an adoption is finalized
- determining a childs IV-E eligibility when a familiy is moving out-of-state
- responding to requests for verification of the type and amount of a subsidy, and other
special subsidy requests
- providing documentation for an Administrative Hearing
- updating subsidy information in the Department of Social Services computer system.
