Registering Children From Out-of-State

Policy

Children from out-of-state may be registered with the Office of Foster and Adoption Services if they are legally free for adoption.

Procedure for Out-of-State Registration

The procedures in "Registration of Children", 41-40-3.1, also apply to out-of-state agencies interested in registering children in Connecticut with the following exceptions:

Children not legally free cannot be registered.
Children to be photo listed must have completed registrations accompanied by a "thumbnail sketch" of the child outlining special needs, interests, placement history, type of family sought and family constellation, as well as a recent black and white glossy photograph.

The Office of Foster and Adoption Services will enter the registration in LINK.

Withdrawal or Placement

The out-of-state agency must submit the Withdrawal/Placement Notification(DCF-335) to the Office of Foster and Adoption Services when the child is placed or withdrawn.

The Office of Foster and Adoption Services will update the registration in LINK.
