"One Church/One Child of Connecticut"

Policy The Department shall conduct diligent recruitment efforts for African-American and mixed racial adoptive homes through the "One Church/One Child of Connecticut" project.

The program seeks to reach out to the African-American church communities through their ministers as a vehicle to recruit families interested in adoption of the Department's waiting special needs children.

Recruitment Social Workers in the One Church/One Child program are responsible for statewide recruitment.
Initial Contact with Ministers and Families The One Church/One Child Social Workers shall make all initial contacts with the ministers to
  • present the concept and the program
  • address the ministers’ concerns
  • obtain the ministers’ support in bringing the program to their congregations.
Inquiry by Family When a family is interested in adopting or learning more about One Church/One Child, the workers shall
  • provide information through a face-to-face visit with the family
  • use this meeting as an orientation and pre-screening tool for interested families
  • complete the One Church/One Child Intake Sheet (DCF-2055).
Preparation and Assessment of Families Families who elect to continue the preparation and assessment process shall be referred to private agencies or the Department's regional Foster and Adoption Services Units (FASU’s). As time and resources permit, One Church/One Child workers rmay conduct the group study process with the FASU worker.

The workers also monitor the progress of those families who have been referred to private agencies.

Monthly Logs Each month, the One Church/Once Child worker shall complete and submit to the supervisor:
  • DCF-2056, "One Church/One Child Homestudy Tracking Log"
  • DCF-2057, "One Church/One Child Monthly Log Sheet".
