Foster and Adoptive Family Assessment Process

Foster Parent and Adoptive Parent Handbook

Policy The Office of Foster and Adoption Services shall prepare the Foster and Adoptive Parent Handbook.

The FASU licensing worker shall provide a Foster Parent Handbook to each newly licensed foster parent.

Content The Foster and Adoptive Parent Handbook shall
  • be printed in English and Spanish
  • include information on the following topics:
    • the foster care program
    • the adoption program
    • relevant statutes, regulations, policies and procedures
    • adoption subsidies
    • subsidized guardianship program
    • foster/pre-adoptive care rate structure
    • training opportunities
    • information regarding children needing placement; e.g., emotionally disturbed, sexually abused, HIV positive
    • such other information as is appropriate.
Annual Updates The Foster and Adoptive Parent Handbook shall be updated annually, or more frequently if necessary.

The Office of Foster and Adoption Services shall ensure that updates are distributed to all licensed parents.
