HIV Testing: Counseling

Policy Pre and post-test counseling shall be provided or arranged by the health provider ordering the HIV testing.
Who Receives Counseling? Counseling shall be provided to:

· parent/guardian authorized to consent to health care

· child/youth in the event they are deemed capable of being counseled or consenting to the test (the child/youth shall be deemed capable of being counseled if it is determined that the child/youth is of sufficient intellectual capacity and maturity to receive and understand the meaning and implications of the test and can emotionally handle the test results)

· DCF social worker when DCF is the guardian. Foster parents may not receive counseling on behalf of a child committed to the Department, but they may be present when the social worker is receiving the counseling.

Content of Counseling Pre- and post-test counseling shall conform to criteria outlined in state statute and in accordance with Department of Public Health Standards.

Counseling shall specifically include a focus on coping with the emotional consequences of the test results.

Pre-Test Counseling Pre-test counseling shall include:

· an explanation of the nature of HIV and AIDS related illnesses

· information about risk behaviors known to transmit HIV infection.

Post-Test Counseling Post-test counseling shall include information on:

· coping with the emotional consequences of the test results

· understanding the discrimination problems that inappropriate disclosure of the results might cause

· changing risk behavior to prevent the transmission of HIV infection

· how, where and when the person may obtain medical treatment

· notifying the individual’s partner(s) and, as appropriate, providing assistance or referrals in notifying partner(s).
