Parties to the substantiation hearing are the

·          person or parent/guardian of a minor substantiated as a perpetrator of abuse or neglect and

·       Department. 

Unless all parties and the hearing officer consent to the presence of other persons, the only authorized persons at the hearing shall be the

·          parties

·          authorized representatives or attorneys, and

·       witnesses, while testifying.
