Permanency Placement Services Program (PPSP)

Definition The Permanency Placement Services Program (PPSP) is a statewide purchase of permanency  placement services contracted between the Department and
  • private Connecticut child placement agencies
  • child placement agencies in other states when children in DCF custody are placed in those states.
Types of Services The Permanency Placement Services Program enables the Department to purchase from one (1) to nine (9) types of permanency placement services for a child, as follows:

•services to legally free the child

•pre-placement planning

•recruitment/screening of the potentially adoptive family

•home study evaluation of the potentially adoptive family

•placement planning

•post-placement supervision

•post-finalization services

•services to return a child home

•supervision after return home.

 

Special Needs Children The purchase of these specialized services may be obtained for children under the care of the Commissioner who are considered difficult to place because of special needs.

Special needs children are those whose age, race, ethnic background, sibling relationship, medical condition and/or physical, mental or emotional handicap creates a barrier to the adoption of the child.

The purchase of such services shall be in accordance with the child's treatment plan.
