If siblings are to be placed together, the family must have the capacity to care
for them.

themselves as well as any known social or medical problems the child has or is in his/her
background.
The family can accept positive or negative feelings that the child may have about
his/her background and past relationships.
The family can accept that some aspects of his/her personality will not change.
