Supervision of Children in Adoptive Placement

Out-of-State Placements

Through the Receiving State Connecticut law requires that all out-of-state placements must be made through governmental or private licensed child placing agencies in the receiving state.
Social Worker's Responsibility It is the worker's responsibility to obtain written material to ensure and document that the family has been studied and approved by a placement process.

The Interstate Compacts Office may be contacted regarding the licensure status of out-of-state private adoption agencies.

Interstate Compact on the Placement of Children CONN. GEN. STAT. §17a-175 - 17a-182, require that the procedures of the Interstate Compact on the Placement of Children be followed. This includes submission of the Interstate Compact material, in triplicate, including a complete summary regarding the child, court Order of Commitment or Termination of Parental Rights, adoptive home study (if available), and the completed ICPC 100-A form.

Placement and Finalization The out-of-state agency will supervise the placement. Finalization of the adoption may be accomplished in one of the following ways:

•The adoption may be finalized in Connecticut using Probate Court forms and by having the out-of-state agency provide the Department with an original copy of their adoption summary. Most Probate Courts will require the family to attend the hearing, although a few will waive their appearance.

•The Department worker for the child provides the necessary information and/or documents to the out-of-state agency for finalization of the adoption in the receiving state. This includes the Commissioner's signature on the legal forms of the receiving state; or

•In many out-of-state placements, the adoption is finalized in the state where the family resides. The decision as to where the adoption will be finalized should be made prior to the placement of the child.

Send Information to the Adoption Resource Exchange If a Department's child is placed for adoption with a family residing outside of Connecticut, and it is planned to finalize the adoption in the family's state of residence, detailed information must be submitted to the Adoption Resource Exchange.
