Overview

Introduction Financial and medical subsidies are made available to adoptive parents to facilitate adoption of children with special needs through state and federal subsidized adoption programs.

State and Federal
Adoption Assistance
There are two separate adoption assistance programs offered in Connecticut. They are the:

•federal adoption assistance program which helps states support the adoption of Title IV-E (AFDC or SSI eligible) children with special needs, and

•state funded assistance program for children who are not Title IV-E eligible.

Programs'
Purpose
State and Federal subsidized adoption programs make financial and medical subsidies available to adoptive parents to facilitate adoption of children with special needs under the care of the Department or a Connecticut licensed child placement agency.

Note: The private agency must be statutory parent of the child.

Types of
Programs
Children who meet the definition of special needs are eligible to apply for the following subsidies:

Yes - for special needs regardless of Title IV-E eligibility. Yes - up to $750 which is federally reimbursable at 50%.
Medical coverage Yes - the Medicaid program for those children eligible for AFDC or SSI. Yes - a state funded subsidy for children not eligible for Medicaid but only for those medical services approved within the Medicaid program.

No federal program. A 100% state medical subsidy for children who are handicapped as defined in Section 17a-120, C.G.S.
Special Need
Subsidy
Yes - but only reimbursable up to the amount of monthly foster care rates. Yes. For need associated with the adoption of the child not covered by other programs.
The Federal Government reimburses the state (50%) for children found eligible under the Title IV-E adoption assistance program. All other children who are eligible for subsidized adoption are covered by the state program.
