Eligibility Criteria
| Overview |
An eligibility determination must be completed for all
subsidized adoption cases in which a financial subsidy payment is to be made. For each of
these cases, a finding of Title IV-E eligibility or ineligibility will be made. The child
must be determined to have special needs in order to be eligible. Special needs includes
factors or conditions which may include ethnic background, age, membership in a minority
or sibling group, or the presence of such factors as medical conditions or physical,
mental or emotional handicaps. |
| Title IV-E Foster Care Program |
The child must have met the eligibility criteria for the IV-E
Foster Care Program (as documented by the information contained in the completed initial
DCF-550 for the most recent out-of-home placement in the case record) based on the child's
circumstances at two points in time:
The child must have been determined to be eligible for the IV-E Foster Care
Program at the most recent or last removal from the home and, at the time adoption
proceedings are initiated.
If not in receipt of IV-E foster care assistance in the month adoption
proceedings are initiated, then the child must meet the AFDC relatedness criteria, or be
SSI eligible.
Note: In Connecticut, adoption proceedings are considered to be
initiated on the date on the letter sent to the Probate Court with the adoption packet
material. |
| Supplemental Security Income |
The child who is eligible for the Supplemental Security
Income (SSI) program at the point in time in which the intention to finalize the adoption
is submitted to the Probate Court, meets the requirement for inclusion in Title IV-E
Adoption Assistance Program. The deprivation of parental support or care factor does not
have to be met for the child who, at the time adoption proceedings are initiated, had
established SSI. |
