Adoption Subsidy Review Board

Policy Any subsidy decision by the Department may be appealed by the adopting parent(s) or a licensed child placing agency to the Adoption Subsidy Review Board.

Board Membership If a hearing is requested by an adoptive parent, it shall be held before the Adoption Subsidy Review Board. The Adoption Subsidy Review Board consists of the Commissioner or a designee, a representative of a licensed child placing agency and an adoptive parent appointed by the Governor.
Decisions of the Board All decisions of the Adoption Subsidy Review Board shall be based on the best interests of the child.
Board Procedures Adoption Subsidy Review Board hearings shall be conducted pursuant to the Uniform Administrative Procedures Act, CONN. GEN. STAT., Chapter 54.
Notice of Subsidy Reduction or Termination If the subsidy is to be terminated or reduced by the Department, notice shall be given, in writing, to the adoptive parents.

If an appeal is taken, a hearing shall be held before the Adoption Subsidy Review Board at least thirty (30) days prior to the termination or reduction, and the subsidy shall continue without modification until the final decision of the board.
