Adoption Review Board

Purpose of the Board Adoption statutes require that a child be placed in adoption by the Department or a licensed child placing agency. The Adoption Review Board was established in order to consider granting a waiver to the Department or a licensed child placing agency in those situations where it is clear that the intent of the placement occurred for reasons other than adoption.
Membership Per CONN. GEN. STAT. §45a-763, the Adoption Review Board consists of three (3) members: the Probate Court Administrator (or a designee), DCF Commissioner (or a designee) and an officer of a licensed child placing agency appointed by the Governor.
Powers of the Board Per CONN. GEN. STAT. §45a-764, the Adoption Review Board may waive the requirement (as provided in CONN. GEN. STAT. §45-63) that a minor child be placed by the Department or a licensed child placing agency if it is in the child's best interest. Any application for adoption in which the Department requirement has not been met, may be referred to the Adoption Review Board by the Judge of Probate.

Upon receiving the application, the Adoption Review Board shall schedule a hearing between ten (10) and thirty (30) days (ten (10) days notice of hearing is required). Any party to the adoption proceeding can present evidence before the Board. If the Board approves the waiver, the Judge of Probate will be notified so the court may proceed with the finalization.
