Introduction Since it is important for a child to be in a permanent home as soon as possible, the Department may seek prospective adoptive parents for a child not yet freed for adoption.

The intent is that the child will be legally freed and that the placement will be permanent, but that cannot be guaranteed to the adoptive parents. However, a determination has been made that the child is in emotional jeopardy and must have the stability and commitment that a "legal risk" family can provide.
