34-12-9
Reports of Abuse or Neglect Concerning DCF Family Homes or Private Facilities and Agencies

Policy All reports of abuse, neglect or in danger of abuse involving a child who resides or receives services in the types of homes or facilities listed below shall be transmitted by the Hotline to the appropriate regional office for an investigation.
  • DCF licensed foster or pre-adoptive family homes, certified relative homes, permanent family residences, residential facilities, or extended day treatment programs
  • family homes approved by private child placing agencies
  • homes or facilities regulated by other Connecticut state agencies, including day care homes or centers.

Important Note: If the allegation involves a Department employee and a child who is receiving services from DCF, see policy 33-7-10.

Notification of Incident to Hotline Any Department employee who has knowledge or suspicion of a situation as described in the above policy statement shall report the allegation immediately to the Hotline.
Procedures for a Regional Office Investigation Upon receipt of the report from Hotline, the designated regional investigator shall initiate the investigation in accordance with response time criteria. (See policy 34-4).

The regional office investigation shall be conducted in accordance with

  • general investigation procedures (policies 34-3-4 through 34-3-6)

and

  • the specific procedures applicable to the type of home or facility (see the following policies):

34-12-9.2, "Reports of Abuse or Neglect Concerning Private Facilities and Agency Homes"

34-12-9.3, "Reports of Abuse or Neglect Concerning Homes and Centers Regulated by Other State Agencies"
