Risk Assessment Model

Purpose The Risk Assessment Model facilitates the protection of children by providing a standard method for assessing the factors that affect a child's safety.

The purpose of the risk assessment process is to help staff approach case evaluation and decision making in a structured, systematic way. The process builds upon existing practice and is not intended to replace or supersede staff judgment.

Definition Risk assessment is a continuous process in which the Social Worker and Social Work Supervisor weigh the factors in a particular case to determine the level of safety for a particular child within the family.

The risk assessment process

  • is ongoing
  • expands as new data emerges, so that family strengths as well as problem areas need to be continuously redefined and considered in case planning
  • takes into account the frequency, intensity and duration of risk factors and indicators which may decrease the risk of maltreatment or increase the positive effect of intervention
  • supports and documents the need for and degree of DCF involvement.

Risk assessment tools are incorporated into the decision making process to assist staff in determining needed service interventions at the following times:

  • upon completion of the investigation and/or case transfer
  • upon completion of the comprehensive protective service assessment
  • prior to the placement of a child into an out-of-home setting
  • prior to the reunification of a child with his/her birth family
  • prior to the termination of services.
Recognition of Factors Indicating Risk Although no one can accurately or consistently predict human behavior, research has demonstrated that there are a variety of factors which influence the probability that a child will be abused or neglected.

These factors can be identified and understood in relation to each other and to the child.

The Risk Assessment Model is one method that allows for the recognition, delineation and analysis of factors which serve to increase the effectiveness of intervention.

The Social Worker's skill, experience, and the use of intuitive feelings are not discarded, but must be utilized when using this model.

Three (3) Stages of Case Evaluation The Risk Assessment Model is applied to the three (3) stages of the case evaluation process throughout the lifetime of a case.

The three (3) stages are

  • Information Gathering

    -  To obtain and record pertinent information regarding the case situation.

  • Interpretation of Data

-  A critical, professional responsibility based on the Social Worker's knowledge, experience and sensitivity with the collaborative help of the Social Work Supervisor and in some instances, other clinical supports.

  • Decision Making

-  To determine the level of risk to the child and the options for intervention.
